RE: NCCI Item B-1323 A Rated Procedure Elimination

The Minnesota Department of Commerce has approved the above filing effective January 1, 1997, which eliminates code 9529.

NCCI Item B-1323 eliminated the A-Rated procedure of the remaining A-rated codes and proposed traditional ratemaking procedures. At that time, only four A-rated codes remained in Minnesota. One of the codes the NCCI listed in their item filing was Code 9529, Scaffolds or Sidewalk Bridges. Because 9529 was not A-rated in Minnesota, the NCCI's proposal concerning this class was disregarded. Unfortunately, we neglected to notice that the NCCI proposed to discontinue this class and reassign the experience to four other codes.

Scaffolding work should now be classified as follows:

A. Suspended or swinging scaffold installation, repair or removal is assigned to Code 9534, Mobile Crane and Hoisting Service Contractors.

B. Outrigger scaffold installation, repair or removal is assigned to Code 9534, Mobile Crane and Hoisting Service Contractors.

C. Scaffold installation, repair or removal, built up from the ground, not suspended or swinging type is assigned to Code 5057, Iron or Steel Erection.

D. Concrete or cement distributing towers, installation, repair or removal is assigned to Code 5057, Iron or Steel Erection.

E. Sidewalk bridges not over one story in height is assigned to Code 5403, Carpentry NOC.

F. Delivery of materials only, no installation, repair or removal is assigned to either Code 7228, Trucking-Local Hauling, or Code 7229, Trucking-Long Distance.
