    No, the rounding rules are updated. The underlying derivation of pure premium base rates and expected loss rates (ELRs) are not changed. 


  • What if carrier systems are not ready yet?

    The Minnesota Department of Commerce advises carriers may file for an effective date after 1/1/26 should additional time be required to update their systems. 


  • Will experience modification factors be extended to three decimal places?

    No, experience modification factors will remain at two decimal places. The expected loss rates (ELRs) used in the experience modification calculation will expand to three decimal places. 


  • What miscellaneous values will also be extended to three decimal places?

    Guidance for Statistical Code 9741Catastrophe (Other Than Certified Acts of Terrorism) will have a trailing zero. Guidance for Statistical Code 9740 Catastrophe Provision for Terrorism currently uses three decimal places.  


  • How does this change impact Policy Data?

    WCIO WCPOLS supports reporting manual rates with three decimal places. Policies effective 1/1/26 and subsequent will be reported using three decimal manual rates. 


  • How does this change impact Unit Statistical Data?

    WCIO WCSTAT supports reporting manual rates with three decimal places. 1st report valuations on 7/1/27 and subsequent will be reporting with three decimal manual rates.

  • How can a carrier test WCCPAP with their system?

    FAQ

    Please contact MWCIA to obtain a sample WCCPAP file for testing. MWCIA can provide a limited number of test files, within certain restrictions.  If you are interested in testing, please send an email to cdxmn@mwcia.org.


  • How often are WCCPAP files produced?

    FAQ

    One flat file is sent per carrier group per business day. These files are triggered by activity in our system, so a WCCPAP file may not be produced every day.


  • How does a carrier elect to receive the WCCPAP file instead of hard copy MCPAP worksheets?

    FAQ

    To begin receiving WCCPAP files instead of hard copy MCPAP worksheets, the carrier can provide a list to MWCIA of every carrier in the carrier group that should be included in the WCCPAP file. MWCIA will then trigger production of WCCPAP files for those carriers. Hard copy MCPAP worksheets will no longer be provided to the carrier once WCCPAP is turned on.

    MWCIA utilizes the CDX system to send WCCPAP files to carriers. Carriers can work with their CDX Insurer Primary Administrator (or a user with admin privileges) and/or their IT department to set up a Location in CDX to receive the files. The files will also be available for manual download from the CDX ETR area, and anyone with ETR privileges can access them for up to a month.


  • What are the specifications of the new WCCPAP file? What data elements are included?

  • How can a carrier receive MCPAP information electronically?

    Effective 7/1/2024, carriers can receive MCPAP credit factor information via the new WCIO Workers Compensation Construction Premium Adjustment Program (WCCPAP) data specification. WCCPAP files are transmitted through secure FTP via CDX.


  • Can a carrier elect to receive both a hard copy of the MCPAP worksheet and the electronic WCCPAP file?

    No, a carrier can elect to receive WCCPAP files OR they can continue receiving hard copy MCPAP worksheets, until 7/1/2025. Effective 7/1/2025, MCPAP credit factor information will only be available to carriers electronically.

  • How does Minnesota DCCE reporting differ from NCCI states?

    The Minnesota DCCE reporting requirements align with the information requested by NCCI.


  • How many years of DCCE should be reported?

    FAQ

    Report DCCE for all policy years and accident years where DCCE has been paid or a case outstanding DCCE amount has been established.


  • Should DCCE amounts for expense-only claims be reported?

    Yes, but do not include expense-only claim counts under the Incurred Indemnity Claim Counts.


  • Should paid DCCE be reported as payments to date?

    FAQ

    Yes, please report paid DCCE as of the valuation date for the call. The amount is an accumulated total.


  • What expenses are considered DCCE?

    Please see Part 4, Section D of the Minnesota Aggregate Financial Data Reporting Guidebook for details.


  • How do I get my other questions answered?

  • Is the Special Compensation Fund assessment affected by these changes?

    FAQ

    The Special Compensation Fund (SCF) assessment is calculated by dividing the insurers’ 2023 funding liabilities by the insurers’ 2021 DSR pure premium. Note that the 2021 DSR pure premium and the 2023 DSR pure premium definitions are different.

    Due to regulatory changes, the definition of DSR premium has been expanded to include development to ultimate, trend, and loss adjustment expenses for the 2023 and subsequent years. Therefore, for policies written in 2023 and subsequent, carriers choosing to utilize an assessment rate may wish to account for the DSR premium definition change.


  • How will rate filings change as a result of these changes?

    The Minnesota Department of Commerce updated their filing procedures documents. Trend, 27th to ultimate loss development, and loss adjustment expenses are no longer loaded into the loss cost multiplier (LCM). Please note, carriers seeking a 1/1/2023 rate filing effective date must submit their filing to Commerce by 11/1/2022.


  • What is the impact of the recent statute and rule change?

  • How do I determine a class code for a business?

    You classify the business of the employer within the state, not separate employments, occupations, or operations within the business. For specific codes, refer to the Classification section of the Minnesota Basic Manual or the Classification Search tool, both found on our website.


  • What constitutes Full Time (0913) vs. Part Time (0908) for the Domestic Worker or Nanny codes?

    Full Time is more than 20 hours per week and Part Time is 20 hours or less per week.
