  • I've entered my Policy and/or Calendar-Accident Year data in ACCEDE and saved it, but now when I go to view the data I entered, it's gone. What happened?

    Your cache may be full in your Internet Explorer browser.  Go to Tools (menu), Internet Options (menu), General (tab), Temporary Internet File - Delete Files (button), Delete all offline content (checkbox), Ok (button), Ok (button).  This will clear your cache and allow you to view the data you entered.


  • No matter what page of the call in ACCEDE is currently displayed when I hit the printer icon, the page printed is always Page 1 of the call. Why?

  • Who is eligible?

    Effective 1/1/2025:  The insured must be in business at least 2 years and meet one of the following premium criteria:

    • $14,500 unmodified premium in the 1st year of the experience rating period or,
    • An average of $14,500 unmodified premium in the first 2 years of the experience rating period or, 
    • If an insured has more than 2 years of experience, they must develop an average annual unmodified premium of $7,250 in the experience rating period.


  • What are the elements in the Experience rating plan formula?

    • ACTUAL LOSS = Total value of claim including reserves.
    • PRIMARY LOSS = Reduced amount of claim used in formula.
    • EXPECTED LOSS = Amount of claim your business is expected to have based on your business type (class codes) and size (payroll).
    • FORMULA FACTORS
      • EXPECTED LOSS RATE = Factor used to determine the amount of losses by class code expected by the formula.
      • D RATIO = Discounts the expected loss total to arrive at the expected primary loss.
      • WEIGHT FACTOR = Percentage of actual losses used in formula.
      • BALLAST FACTOR = Stabilizing element that limits modification fluctuation in the formula.

    • Are Sole Proprietors, Partners and Executive Officers included or excluded from workers' compensation coverage in Minnesota?

      Minnesota Statute 176.041, Subdivision 1. outlines certain employments and individuals who are automatically excluded from workers' compensation coverage in Minnesota. If the employment or individual does not meet the qualifications outlined in the statute, they are automatically included. The employments and individuals who are automatically excluded from coverage have the option, if they so choose, to elect coverage. Refer to Minnesota Statute 176.041, Subdivision 1. for details.


    • When can a Domestic Worker Be Excluded from Coverage?

      MN Statute 176.041 subdivision 1 (14) states that a domestic worker would be excluded from coverage if - " a person employed as a household worker in, for, or about a private home or household who earns less than $1,000 in cash in a three-month period from a single private home or household provided that a household worker who has earned $1,000 or more from the household worker's present employer in a three-month period within the previous year is covered by this chapter regardless of whether or not the household worker has earned $1,000 in the present quarter"


    • Can Executive Officers of a Non-Profit exclude themselves?

      MN Statute 176.041 lists excluded employments.

      Nonprofits are exempt from providing coverage if they have paid out less than $1,000 in annual wages in the preceding calendar year.

       If the $1,000 threshold has been exceeded and because there is no ownership in non-profits, everyone is considered an employee.

      Those individuals listed in the company charter or articles of incorporation as executive officers (President, Vice President, Secretary, and Treasurer), would be held to the officer min/max payroll amounts provided they are active in the day to day operations.

      If officers are not active except to attend meetings, then they are excluded.

      Everyone else is included at their actual payroll received.

    • How can I learn more about the payroll limitations for executive officers?

      Please see Basic Manual Rule 2.E.1.b. Premium Determination

      The payroll of all executive officers covered by the policy shall be included in the statement of payroll and premium charged subject to the following limitations:

      (1) minimum individual per week payroll equal to the minimum individual payroll value for this rule stated in the Miscellaneous Values of the current Minnesota Ratemaking Report.

      (2) maximum individual per week payroll equal to the maximum individual payroll value for this rule stated in the Miscellaneous Values of the current Minnesota Ratemaking Report.

      (3) The payroll limitations in b(1) and b(2) apply to the average weekly payroll of each executive officer for the number of weeks the officer was covered under the policy.  A part of a week is considered as a full week in determining the average weekly payroll.


    • Are emailed or faxed responses to MWCIA criticism letters considered electronic submissions?

      No. If you are currently approved to submit policies, cancellations, reinstatements, and change transactions electronically, then submit your response through CDX. If you are not approved to submit data via CDX, then send your responses, using our Manage Policy System.

    • How does an insurance carrier ensure that any changes made on the Manage Policy System are also made in the insurance carrier's system?

      It is the carrier's responsibility to maintain the data in their own systems. The Manage Policy export feature can be used to create a file in a WCPOLS format of accepted transactions. This file can be used for record-keeping purposes and/or storage in the carrier's system.


    • Is the Manage Policy System intended to be a replacement for CDX?

      FAQ

      No, the system is not intended to be a replacement for CDX. MWCIA will continue to accept submissions from CDX.


    • Can the Manage Policy System be used to maintain data for states other than Minnesota?

      FAQ

      No, the system is not designed to maintain transactions for states other than Minnesota. Only data pertaining to Minnesota will be retained. Minnesota collects only limited information for other states, such as 3A state premiums.


    • How do I write a Minnesota policy?

    • How do I verify that my transaction was accepted?

      FAQ

      You may search for a transaction on the Transaction Search tab. The status of the transaction will indicate if it has been accepted, rejected, or is still pending. If the transaction has errors or warnings, you may open the transaction and click on the Errors tab to view the errors.

      To check on the status of a submission, you may search for the submission on the Submission Search tab.

      You may also search for errors on the Letters/Errors screen. Please note that only transaction errors may be found here, not submission errors. Also, error search results will include errors for current transactions only, based on issue date. For further information, please see the Manage Policy User Guide.


    • What is the Manage Policy System and how will it help me?

      The Manage Policy System is a MWCIA web application that requires member carriers to review the electronic policy data and errors they have reported to the MWCIA. Click here for more details.
