Demand for services (experience modification calls, classification calls, MCPAP calls, modification worksheet requests, etc.) continued into 1995 at a high level. Movement of accounts into the Assigned Risk Plan increased slightly over the last year, while premium volume decreased, however the number of risks in the Plan remained fairly stable. (See Assigned Risk Plan below.)

Test audit services and classification surveys continue to be in demand by companies, agents and employers. Services provided include:

Plan

Assigned Risk Plan activity was mixed in 1995. The number of new applications submitted in 1995 was up 616, or about five percent. Premium volume, however, dropped $37,709,539 or approximately 30 percent below 1994 year-end figures. (The premium figures used here are estimated annual premiums and as such are only approximate.) There was also a decrease of 1,212 policies in the 1995 item count compared to the 1994 count.

Effective April 1, 1995, the Commerce Department ordered a 1.7 percent rate decrease . When coupled with an increase in the expense constant of $25 ($85 to $110), the resulting overall premium level decrease was one percent. As a result of 1995 legislation, the Commerce Department further ordered a 16.1 percent decrease in the overall level of the Assigned Risk rates effective October 1, 1995.
